WORKSESSION MEETING
MEMORIAL CITY HALL


ROLL CALL - Councilor Jacobs, McNabb, Hunter and Dempsey; Mayor Carnicelli - Present

City Staff present:  City Manager John Salomone, Corporation Counsel Tom Leone, City Clerk Debra McCormick, and Mike Long, Senior Planner.

PLEDGE OF ALLEGIANCE TO THE FLAG

Mayor Carnicelli asked Council to observe a moment of silence in honor of Thomas Ward an Auburn Fire Fighter that passed away during the week.  Councilor Jacobs stated that family members of Mr.Ward were also Fire Fighters.  His grandfather and father were firemen.

PRESENTATIONS OF PETITIONS AND COMMUNICATIONS
Mayor Carnicelli read an email she received from Sandy Craner Auburn Downtown Partnership/Business Improvement District Director regarding a meeting to be held with the County on March 11 at 2:00PM to discuss relocation of Social Services Office.

Councilor Dempsey stated that he would like to see the city look at possibility of donating Pomeroy Park and offering free parking in city parking garage.  Mayor Carnicelli stated that she and Councilor Dempsey had met with 5 of the 6 city legislators to share concerns about the county moving offices out of Auburn.

WORK SESSION

·       Review of feasibility study for a geothermal heat pump system for City Hall.

City Manager John Salomone recapped history of study.  Mike Long, Senior Planner introduced John Manning from Beardsley Associates. Mayor Carnicelli introduced three members of the Lattimore family and thanked them for being a catalyst in moving geothermal energy along.   Mr. Manning presented a power point presentation of study to council.  Council discussed presentation and geothermal possibilities at City Hall.  The Mayor and Council all agreed that this was the way to go and that staff should move forward with process.

·       Neighborhood and Housing Task Force Update

OTHER BUSINESS
Mayor Carnicelli announced that Councilor McNabb will sit in for her for the next two weeks while she is on vacation and attending a conference in Washington DC.

Councilor Jacobs stated he was not happy that the Mayor and Councilor Dempsey met with Legislators without his knowledge. He asked that the Mayor invite all councilors to meetings, even if it means calling a meeting to order.  Mayor Carnicelli told him she would take his suggestion under advisement.

Councilor McNabb commented about the number of yard sales that happen in the city and asked if there is a limit.

PUBLIC TO BE HEARD
Tim Lattimore of Auburn, spoke about the state taking power away from Cayuga County Department of Motor Vehicles.  

Sam Trinca, 34 Oak St., spoke about the beauty of the City Hall building.
